Armenian parliament approves protocols changing CSTO Charter

At a meeting on Wednesday, the Armenian parliament ratified protocols providing for changes to the CSTO charter, RIA Novosti correspondent reports. 

Shavarsh Kocharyan, the deputy foreign minister of Armenia, who presented the document, said that the amendments were proposed by the Armenian side in connection with the entry into force of amendments to the republic’s constitution, providing for the transition to a parliamentary form of government and the transfer of full power to the head of government. 

In particular, in accordance with the amendments, the Collective Security Council consists of heads of member states or heads of government of member states if, under the laws of their state, they are empowered to make decisions on issues within the competence of the CSC. A similar provision provides for the CSTO charter.
